Andrew Penhale, Chief Crown Prosecutor, Crown Prosecution Service

Andrew Penhale is a Chief Crown Prosecutor and Head of the Regional and Wales Division (RWD) of the CPS Serious Economic, Organised Crime and International Directorate (SEOCID). RWD conducts large, organised crime, fraud, bribery and tax evasion cases, from a range of different investigators: including HMRC, NCA, City of London Police, MHRA, NHS, DWP and police forces from across the country. It also includes a specialist unit dealing with Organised Child Sexual Abuse (OCSAU). RWD contains around 170 staff based in eight offices outside of London and the South-East, across England and Wales.

Andrew has over 20 years’ service in the CPS and was previously head of the Specialist Fraud Division and between 2017-20, the Chief Crown Prosecutor for the North-East of England.

Liam Whitfield, Senior Associate Regulatory, TLT LLP

Liam is a Senior Associate in TLT’s Regulatory team. Liam acts for private individuals, FTSE 100 companies, public sector entities and private companies assisting them with many regulatory issues. Liam has acted for clients in fraud proceedings and investigations including defending proceedings brought by the Serious Fraud Office at both trial and investigation stages.


Amy Stokes, Employment Lawyer, TLT LLP

Amy is an experienced employment specialist providing commercial and strategic support and advice to clients in a variety of sectors.  She has experience of providing legal counsel in relation to the employment implications of fraud investigations, including disciplinary and grievance processes and is regularly involved in complex employment tribunal litigation.  This includes claims for breach of contract, unfair dismissal, discrimination and whistleblowing.  She will outline the legal and HR considerations for such investigations and how to handle these, along with resulting employee relations issues in order to minimise risk.
